Income Tax Structure
Ethiopia’s income tax system is progressive, with higher earners paying a larger percentage of their income in tax. Residents are taxed on their worldwide income, while non-residents are taxed only on income sourced within Ethiopia. The same employment income tax rates generally apply to both residents and non-residents. Employment income tax is deducted through a Pay As You Earn (PAYE) system, with employers responsible for withholding and remitting the tax to the authorities. The income tax structure is primarily governed by Income Tax Proclamation No. 979/2016 (as amended), and the Ethiopian Ministry of Revenue (MoR), (formerly the Ethiopian Revenue and Customs Authority – ERCA) oversees tax administration and compliance.
