Income Tax Structure
Namibia’s income tax system is progressive, where individuals are taxed based on their annual income, with higher earners paying higher rates. Income subject to tax includes employment income, pensions and certain fringe benefits. Namibia follows a source-based tax system where both residents and non-residents are only taxed on income earned within Namibia. Employers are required to deduct Pay As You Earn (PAYE) tax from employees’ salaries and remit it to the Namibia Revenue Agency (NamRA). Deductions are allowed for contributions to social security, pension funds and certain other qualifying expenses, which can reduce taxable income. Additionally, Namibia offers exemptions on specific types of income, such as certain retirement benefits and interest from NamPost savings accounts and a portion of housing benefits provided under approved housing schemes. The tax system is governed by the Income Tax Act, 1981, and individuals must register as taxpayers if their income exceeds a set threshold.
